A HELOC is borrowing secured by your home. It can leave an existing first mortgage in place, with a separate payment for the equity you borrow.
Rate’s fixed-rate HELOC funds the full line at opening, less the origination fee. Later draws may be available as you repay during the draw period; each new draw receives its own rate, which may be higher. This is different from assuming you can open a line and leave the entire balance unused.
